Meet Dr. William Stropkaj, Superintendent of Schools

On July 1, 2024, Dr. Stropkaj began his 37th year as an educator, which includes administration and teaching. For the past 12 years, he has been the Superintendent of the Keystone Oaks School District and is now in his 13th year in this position. 

 

Dr. Stropkaj served as the Assistant Superintendent for Elementary Education and Curriculum in the North Allegheny School District. In addition, he served as a middle school principal, elementary principal, and federal programs coordinator in the Montour School District. He taught in the Deer Lakes School District and Sto-Rox School District while teaching various mathematics courses and Physics.  

 

Dr. Stropkaj has Bachelors and Masters degrees from Duquesne University and his doctorate in educational leadership from the University of Pittsburgh. He is a certified mathematics and physics teacher, holds both an elementary and secondary principal certification, and has his superintendent’s letter of eligibility.

 

Dr. Stropkaj has been an adjunct professor at both Community College of Allegheny County and Point Park University for the last several years. 

 

In addition, Dr. Stropkaj currently serves as the Superintendent of Record for Parkway West Career and Technology Center and is the Secretary for the Allegheny County School Health Consortium Board of Trustees, which is the organization that provides health insurance to over 90 public school entities throughout Southwestern Pennsylvania. 

 

Dr. Stropkaj’s focus on providing an educational program, K – 12, that is student focused, where no student is marginalized, and that is future-driven. He is committed to building a new educational system for leading, teaching, and learning with a paradigm shift in how administrators, teachers, and students function collaboratively to improve the educational experiences and to create meaningful, authentic, learning experiences that engage students in the learning and empower students to take ownership of their learning. The focus is to create a culture where students, teachers, and administrators redesign the school system to provide for balanced experiences that engage students in the process of gaining knowledge and developing life-long learning skills that are needed to prepare students for future careers and workforce placement. 

Superintendent's Goals 2025-2026

 

At their June 17, 2025 Business/Legislative Meeting, the Keystone Oaks Board of School Directors approved the following goals for William P. Stropkaj, Ed.D., Superintendent, for the 2025-2026 school year:

  1. Development of a Curriculum Review Handbook that will outline policies, practices, and procedures for the development and implementation of curriculum K-12.
  2. Development of a Student Services Handbook that will outline the policies, practices, and procedures for all student services provided K-12.
  3. Development of a Communications Guide that will outline policies, practices, and procedures for both internal and external communications, all district social media, website content management, special events, branding, and marketing. 
  4. Provide training to a second-year cohort of six through twelfth grade teachers for the purpose of implementing a districtwide focus on project-based learning.
  5. Evaluate and redesign the Learner Profile at the middle school and elementary school level with a focus on personalized learning, skill development, and career readiness.
